Anderson County Schools - Hiring Plan for ESL

The Hiring Plan for teachers working with English Language Learners in Anderson County Schools complies with state requirements and guidelines in the employment of teachers of English Language Learners. The guidelines are described below:

All teachers of any language instruction for English Learners (ELs) will be fluent and competent in the four domains of language assessed by the English Language Proficiency Assessment: reading ,writing, speaking and listening. As required by the Every Student Succeeds Act §3116c (2015), potential ESL teachers’ listening and speaking skills will be evaluated through the interview process. Reading and fluency will be documented through the successful completion of the ESL Praxis and university course work shown through a transcript from an English-speaking university. One writing sample will be required during the interview process to evaluate writing ability. Prospective ESL teachers must have ESL certification and highly qualified status as indicated by successfully completing the ESL Praxis.

“TEACHER ENGLISH FLUENCY- Each eligible entity receiving a subgrant under section 4113 shall include in its plan certification that all teachers in any language instructional educational program for English learners that is, or will be, under this part are fluent in English and any other language used for instruction, including having written and oral communications skills.” ESSA [§3116 c].
