(Up-dated 2004) SUMMARY: Directs and coordinates activities of the technology department by performing the following duties personally or through subordinate supervisors.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:
LEADERSHIP:
- Provides a vision for using technology to advance education in Anderson County Schools.
- Establishes system-wide software and hardware standards, requirements and specifications.
- Reviews and approves all system technology purchases to assure compatibility.
- Prepares proposals and solicits bids for system technology needs.
- Keeps staff and management aware of technologically relevant laws and regulations including TCA, bid laws, business practices and copyright.
- Promotes Anderson County Schools on local, state and national levels through conferences, state board meetings, and technology associations.
- Analyzes information to determine, recommend, and plan layout for type of computers and peripheral equipment, or modifications to existing equipment and system, that will provide capability for new or upgraded networks, while maintaining efficient operation and effective use of allotted space.
- Formulates technology training policies, programs, and schedules, based on knowledge of identified training needs.
- Develops, manages and evaluates long-range technology plans.
- Compiles data and analyzes past and current year training requirements to prepare training budget and justify funds requested.
- Evaluates hardware and software for classroom or administrative suitability.
- Remains current on new developments in the areas of software, hardware, networks, telecommunication, training and maintenance.
- Provides professional development opportunities for technical and training support staff to keep abreast of the rapid changes in technology and software.
- Drafts applications and proposals to submit to fund granting authorities such as government and foundations.
- Participates in technical projects such as writing equipment specifications or developing computer programs for specified applications.
MANAGEMENT:
Develops, manages and evaluates the Office of Technology budget.
Consults with directors, administrators and teachers to define equipment needs.
Consults with administrators, teachers, board members and parents to determine information requirements of teachers and students and to determine boundaries and priorities of new projects, and to discuss system capacity and equipment acquisitions.
Confers with department heads involved with proposed projects that include technology to ensure cooperation and further define the nature of project.
Reviews project feasibility studies.
Prepares progress reports to inform management of technology status.
Contracts with vendors to provide needed technology solutions.
Revises computer operating schedule to introduce new program testing and operating runs.
Reviews reports of computer and peripheral equipment use, malfunction, and maintenance to ascertain costs and plan operating changes.
Develops and maintains database of requests for technology services, resolution of requests and costs of resolutions.
Requisitions new materials, maintenance supplies and other miscellaneous items needed by the Office of Technology.
Requisitions maintenance and repair parts for Anderson County Schools' technology equipment.
Develops and maintains a 5 system World Wide Web sites.
Provides email and Internet services to all education locations.
Organizes and develops training manuals, reference library, testing and evaluation procedures, multimedia visual aids, and other educational materials.
Trains assigned instructors and supervisory personnel in effective techniques for training new employee's orientation to networks, email, Internet, Netscape and integrating technology into the classroom curriculum.
Submits needed technology policies to the Director of Schools and the Anderson County Board of Education for consideration.
Analyzes department workflow and workers' job duties.
Directs workers in technology maintenance and installation.
Assists staff to diagnose and solve computer equipment problems.
Manages resources effectively, including personnel, money and materials.
Confers with directors, administrators and teachers to determine technology training needs.
Maintains records and prepares statistical reports on all personnel attending training.
Maintains a well informed staff that serves as a help desk for teachers and administrators.
SUPERVISORY RESPONSIBILITIES:
Maintain all E-Rate records, files, and submissions as outlined by the SLD.
Supervises all Office of Technology employees.
Carries out supervisory responsibilities in accordance with Anderson County Schools' policies and applicable laws. Responsibilities include interviewing, recommending for hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Other duties may be assigned.

EDUCATION and/or EXPERIENCE:
Master's degree (M. A.) or equivalent; or four to ten years related experience and/or training; or equivalent combination of education and experience.
CERTIFICATES, LICENSES, REGISTRATIONS:
Current Tennessee Teaching Certificate with a minimum of three years experience.
